This paper represents the first announcement of the success of Talbott's gravitational theory in accurately computing the mean orbital velocities of all planets in the Solar System, and the Moon about the Earth. Full quantitative results are given, together with a BASIC program which automates applications of the orbital velocity equation. The work is not reducible to, or derivable from Classical Physics, from the earlier work of Kepler and Newton. It is new and it is correct.
