The Group of States against Corruption (GRECO), the Council of Europe's anti-corruption monitoring body with its Headquarters in Strasbourg (France), was established, in 1999, as an enlarged Partial Agreement by 17 Council of Europe member States. GRECO - which is open not only to European States - has currently 46 members, including the USA. With the exception of Liechtenstein and San Marino all Council of Europe members are also members of GRECO.
