This work proposes a description of the evolution of the intergenerational decline in civic-mindedness in the community of Carrefour. The decline is observed, described and questioned over the period 2000-2016. The research takes a sociological, economic, legal and developmental approach.A survey of the various institutions: the School, the Family, the Church, the State, will be carried out in order to gather certain information on the factors mechanizing intergenerational decline in the community of Carrefour. After analyzing the empirical data, we found that weak institutions, weak traditions, the failure to teach theoretical and practical civics courses, impunity and ignorance are the main factors driving the decline of civics in Haiti. It is therefore the responsibility of these institutions to redress the country's image by promoting the rule of law.
