Dr. Madhu S. Singh is an internationally recognized educator, innovator, and seasoned leader in public safety telecommunications, with a distinguished career spanning research, product management, program management and global consulting. As President of StarTech Global Consulting, he has spearheaded advancements in 4G/5G networks, ensuring robust emergency communication systems for first responders. His expertise in network security, compliance, and interoperability has played a pivotal role in shaping public safety broadband frameworks. Madhu held leadership positions at AT&T, Verizon, and Bellcore/Telcordia and brings a wealth of hands-on experience in developing critical communication infrastructure. His academic credentials include a Ph.D. and master's degree in systems engineering, supplemented by a PMP certification and a Mini-MBA. A passionate advocate for public safety innovation, he has contributed to global standards and policies aimed at strengthening emergency response networks. His work bridges technical precision with strategic vision, making complex network architectures accessible to policymakers and industry professionals. Beyond his technical expertise, Madhu is committed to educating future leaders, fostering collaboration between public safety agencies and technology sectors. Since 2012, he has been instrumental in architecting, developing, and deploying the National Public Safety Broadband Networks (NPSBN) utilizing the dedicated spectrum B-14 to enable first responders to have access to a secure network anywhere anytime. He also worked on expanding the NPSBN in rural areas across 50 states, Puerto Rico, US Virgin Island, and US territories in Guam, American Samos, and the Commonwealth of Northern Mariana Islands. His Handbook of National Communication Networks for Public Safety offers a comprehensive exploration of mission-critical communications. Through this work, he aims to empower first responders, industry experts, students and trainees with insights that enhance emergency response capabilities worldwide.
