In this Manual on Public-Private Partnerships, the author, after analysing the creation and evolution of the institute of Public-Private Partnerships in the world and in Brazil, points out its concepts, modalities and main characteristics. She points out that the emergence of the PPP institute in Brazil resulted from the growing demand for services and utilities and the need to carry out major infrastructure works or to restructure them in order to provide for social welfare. The characteristics that differentiate Public-Private Partnerships from other concessions were highlighted, such as forms of remuneration, sharing of economic gains, guarantees, control and sharing of risks between the partners.
