Senegal and Niger are two UEMOA countries that have transposed Directives 04 and 05 of December 9, 2005 on public procurement and public service delegations. With the advent of directive n°1/2022/CM/UEMA on the legal and institutional framework for public-private partnership contracts, these countries have implemented reforms aimed at setting up public procurement regulatory bodies. The treatment of litigation in this new context is presented by the two Directors of Legal Affairs of these two regulatory bodies.
