Senegal and Niger are two UEMOA countries that have transposed Directives 04 and 05 of December 9, 2005 on public procurement and public service delegations. Baye Samba DIOP holds a doctorate in private law from the Université Cheikh Anta Diop de Dakar (UCAD). He also holds six masters degrees in law and management, and several certifications in public procurement, public-private partnerships and competition law.Yacouba SOUMANA is also a magistrate.
