Harry E. Schwarz, P.E., a distinguished and innovative Corps of Engineers water resources planner and civil engineer, was one of the Federal Government's leading water resources planners in the second half of the 20th Century; he later became Professor of Environmental Studies at Clark University. David C. Major, Ph.D., a Harvard-trained economist, is Senior Research Scientist at Columbia University's Earth Institute. A long-time collaborator of Schwarz, he is the author or editor of 15 books on water resources planning and other topics.
