In order to establish a lasting culture of quality, healthcare institutions need to define a coherent plan that includes a clear, shared vision, a clearly understood mission and appropriate strategies. Drawing up and adopting a policy document therefore appears to be the most appropriate and practical way of achieving sustainable improvements in healthcare services.
