Strategic planning, deployment and management of health technology is a key factor in achieving affordable and cost-effective health services. This requires not only the ability to understand and make the best use of recent scientific discoveries and technological innovation, but also optimal utilisation of existing technologies and resources. The overall goal of this thesis is to generate data, recommendations, models and policy frameworks that would facilitate effective use of health technologies and restrain future cots increases without losing the benefits of present and future technological innovations. The research is focused on effective planning, deployment, use management, and assessment of health technology in Kenya and South Africa. It is intended to be a contribution towards better planning, deployment and management of health technology. It is hoped that there will be indirect benefits, such as stimulation of further research; or the establishment of institutions to co-ordinate health technology management and assessment nationally or regionally or even simply an inspiration to those who believed that health care problems in Africa were insurmountable.

Michael O. Kachieng¿a has a PhD in Biomed Eng. and BCom. (Hons) in Finance from University of Cape Town.He has published articles in leading academic journals such as IEEE Power Transactions, International Journal of Nuclear Technology, International Journal of Technology Policy & Management. He is a member of IEEE and New York Academy of Sciences
