Kelly J. Popwell grew up on a farm in Central Pennsylvania. She holds an associate's degree in early childhood education from the University of the District of Columbia and a bachelor's degree in English literature from the College of New Jersey. Kelly currently works at the Office of Chief Counsel at the New Jersey Schools Development Authority. She and her husband, Noel, reside in Ewing, New Jersey.
