The critical issue discussed here is the factors that have centered around the educational changes, due to the Bologna Accord, and its effects on the Flemish community. The concept of policy change can be seen through the functionality of European higher education. The literature provides different points of view many and concepts about the merging all of these cultures together. The research framework provides an evaluation of the contemporary concepts of organizational change as it has affected the European institutions of higher education.
