Gulfira Yelubayevna Otepova é Doutora em História, Professora no Departamento de História do Cazaquistão, Instituto Pedagógico Estatal de Pavlodar. Ela trabalha no sistema de ensino superior desde 1985. Ela tem estudado as fontes legislativas do Império Russo sobre a história do Cazaquistão no século XVIII - início do século XX durante 10 anos.
