The majority of factories and plants stood, mines and mines were destroyed; the production of large industry in 1920 was almost 7 times less than pre-war; transport was in a catastrophic state. Agriculture provided no more than half of the meagre pre-war production. The destroyed economy had to be restored, and industry, transport and agriculture had to be brought in order.
