Indeed, economic development and urban planning have generally contributed to an increase in per capita consumption and waste production. The United Nations Conference on the Human Environment, held in Stockholm from June 05 to 16, 1972, was a milestone in the evolution of international environmental law. This conference gave rise to the Stockholm Declaration, which sets out a number of principles, the first of which enshrines the human right to a quality environment. Article 53 of the Constitution of the Democratic Republic of the Congo of February 18, 2006 stipulates that: "Everyone has the right to a healthy environment conducive to their full development. They have a duty to defend it. The State shall ensure the protection of the environment and the health of the population.
