PETER KING is Senior Lecturer in Housing Studies at the Centre for Comparative Housing Research at De Montfort University, Leicester. He is the author of Housing, Individuals and the State: The Morality of Government Intervention and The Limits of Housing Policy: A Philosophical Investigation. MICHAEL OXLEY is Professor of Housing at The Nottingham Trent University.
