The move originally was a temporary measure because of a shortage of manpower, but over time they settled permanently and were joined by their families. Today the number of Muslims Turks who have become German citizens is estimated at 3 million. Although their settlement was perceived by some as 'incomplete' or 'imperfect', portrayed in books as fond of procreation (e.g Deutschland schafft sich ab, 2010), they were allowed to teach their own language, build mosques, access social services.
