As a number of recent studies suggest, applications of Information Technology in enhancing education is very important. Literally, thousands of e-learning projects have been carried out that greatly differ in their outcomes. Until now, however, there is no systematic or a standardized way of planning, developing and evaluating e-learning projects, their outcomes, and their effectiveness. The result of this work is a multidimensional model of "e-learning Indicators". A practical value of this approach was analyzed in a number of case studies and experiments. As a result of the research work, this study proposes a methodology for planning, designing, developing, evaluation and comparison of e-learning projects based on the concept of e-learning indicators. This approach contains also a development methodology for e-learning software solutions, and a methodology for analysis and evaluation of e-learning effectiveness. Insights and recommendations have been discussed and argumented.
