To meet the growing demand for safe water and adequate sanitation for households, Hygiene is committed to providing the best possible technical, social and economic support to rural communities in the DRC. These guidelines are the result of the combined efforts of many people, both at ARERDC and in other organizations, to assist in the planning and implementation of ARERDC's national water and sanitation programs in the region. Based on field experience, current understanding of rural development concepts, national policies in the DRC, and the availability of ARERDC resources, the purpose of these guidelines is to provide guidance to ARERDC staff responsible for developing water and sanitation programs and projects in the DRC, within the framework of CRS principles and policies. A companion CRS Water and Sanitation Strategy document, developed in Africa, provides the principles that underlie CRS' approach to development.
