Simon KIBONGE RAMAZANI è nato a Bukavu il 29 luglio 1966. Ha studiato presso il Collegio Alfajiri dei Padri Gesuiti e presso l'Istituto Superiore di Management di Bukavu. Insegna in istituti superiori e università della RDCongo. È sacerdote della Chiesa cattolica liberale della RDCongo. Ha conseguito un master in Scienze ambientali.
