To assess development and to formulate development model, enhancement of freedom of choice should be considered as the sole parameter. Human Development approach exactly does so, where people are at the centre stage of the development model. Following this approach, Human Development Reports are published regularly for different regions. But there exists possibility of information loss when indices related to this are constructed for large region. Hence, an effort has been made here to prepare a human development report for a village council of India, where such indices are also constructed. It provides a comprehensive picture of human development of some social groups and Muslims living in the specific village council, Baramura. It also captures different dimensions of poverty along with its intensity and hence, Multidimensional Poverty Index is constructed.Gender Inequality Index has been constructed here also to note the extent of discrimination. Hopefully, this work will be considered as an important work for students of Economics and Politics, researchers, policy makers and general readers.
