It is recognized that the multiple channels that link the government agencies with people provide local people with intensive learning process to understand the political intentions behind laws and regulations promulgated at the central government level. Institutional support of state development programs is also of important to build up people s trust and participation, as well as to receive feed backs to policies and program for better development of forest and people livelihood.

Dao Minh Truong is a researcher at Center for Natural Resources and Environmental Studies(CRES), Vietnam National University. He has majors in natural resources management and rural development. Truong received his Msc in Resources Management at the University of Canberra in Australia; and his PhD in Area Studies at the University of Kyoto in Japan
