Bijay Anand Misra a pris sa retraite en tant que chef du département d'urbanisme de l'école d'urbanisme et d'architecture de New Delhi. De 1995 à 2017, il a été professeur émérite et professeur invité. Il est titulaire d'un M.Tech, d'un doctorat, d'une formation en Inde, au MIT (États-Unis) et d'une expérience professionnelle de plus de 45 ans dans le développement intégré, la gestion urbaine et la gestion des catastrophes.
