The research argues that although there is little hope that this norm is going to be developed in a treaty form, be it through the amendments to the UN Charter or otherwise, the possibility of the emergence of a rule on the Responsibility to Protect as a norm of customary law is not completely excluded.

Ms Bahija Alvan Aliyeva is a native of Azerbaijan Republic. The author has received her degree of Master of Arts in the Theory and Practice of Human Rights from the University of Essex, UK. She spent last several years working at different international human rights NGOs, academia and the United Nations.
