Chandra is a member of Indian Administrative Service with 20 years of professional experience in governance in India.His degrees include PhD(Geography),LLB, MA (Pub Ad). His papers are published in Urban Studies, South Asian Popular Culture, the Solutions journals. The President of India awarded him in 2016 for electoral services in Delhi.
