The world is a social environment where the desire to communicate is an imperative for all inhabitants for socio-economic development.Rural Africa remains mostly under and misinformed despite the evolution of communication media and the modern computerized communication system.This study was conducted to: Examine the causes of underdevelopment in rural areas covered by the cellular telecommunication network, Show the factors that limit the non-intervention of ICT in the process of socio-economic development in rural areas.The study showed that the high illiteracy rate and poverty do not allow rural populations to make rational use of NICTs, in addition, the laziness associated with the local culture that does not emphasize the integral development of man remains constraints for a rural socio-economic development.This is why it is imperative to work a lot on the mentality of the populations (especially the youngest) and to put in place learning frameworks such as community multimedia tele-centres so that NICTs promote the improvement of the well-being of rural populations.
