Even though it's working properly the implementation of public services carried out by the government is still faced with a government system that has not been effective and efficient as well as quality inadequate human resources of the apparatus. The problem faced urgency makes people get impatient or start to worry about quality government apparatus services which in general are declining or worsened. Public services by the government are worse than services provided by the private sector, the public began to question whether the government is able to organize government and or provide quality service to the community The results showed that the quality of service in the manufacture of yellow cards was included in the fairly good category.
