Social capital must play a fundamental role in the ownership of the problem by those who suffer. They need to have a voice, an opinion, a desire and dreams. Only then can they take charge of events by feeling part of the action. Mozambican public policies need to be analysed in depth, from their development to their implementation and evaluation. The desire to contribute to an ever better future remains.
