Il dottor Youcef KHENCHOUL ha studiato medicina generale e specialistica a Costantina. Ha poi lavorato e progredito in ospedale, dove ha esercitato presso il Centre Hospitalier Universitaire de Constantine e presso la Facoltà di Medicina di Costantina, dove attualmente è docente senior.
