Based on a retrospective analysis of emergence and development of the international humanitarian movement of civil protection of population and territories from large-scale emergency situations, the necessity of development of modern scientific approaches to the problem of psychological provision, formation and operation of consolidated rescue units of international humanitarian missions has been substantiated.
