This effect makes improvement a necessity in the construction of institutions and in the professions of individuals. Because of this, each institution realizes the improvement process in such dimensions as structure and objective. The staff of the institutions is also affected by the change. As education world affects each institution by means of its outputs, education is the initial sector that has to implement all these improvements and changes. The change and improvement concepts of the globalization process both necessitate the restructuring of each institution and change the needs of the staff of the institutions. It is especially important to specify the improvement needs of the education staff. With this in mind, the aim of this study is to figure out the EFL state school teachers perceptions on in-service teacher development programs and define the aspects that need to be developed in these programs.
