The Second Article recommends Farming as a tool for addressing Conflicts and illegal Migration in Africa. It took almost the form of a typical Development Project Proposal template. It will aid individuals and companies in writing similar Project/Programme Proposals and its ideas and approach can be adopted directly by Government, NGOs and International Agencies involved in Reintegration and Rehabilitation Projects/Programmes. It addressed areas required to run a successful Rehabilitation and Reintegration Programme with contents on farming.
