I propose a "Concept of Productivity Improvement" based on three factors in economics. First, the role and possibilities of human "Managerial Capital" to increase labour productivity is pointed out. The question is especially urgent in the post-soviet space, because during privatization came people using administrative resources basically from party - economic nomenclature and liberals with big ambitions, having no experience in the real sector of economy. Secondly, the question follows from the first, about the social ladder and its role in personnel policy and society should be based only on achievement of success in real practical work, and not on the principle of "his or her own" which is a source of corruption on the basis of administrative resources. Thirdly, in theory and practice only a "bipolar" economic system is dictated, adopted with positive efficiency for the full general economic well-being of the three components as one: people - business - power, with no social, economic or political antagonism.
