The Book deals with advent of democracy in India which was primarily modeled on the British constitutional pattern and embraced by a enthusiastic and very much willing Indian elites who eventually are responsible for limiting the development and democracy discourse within their community and never allowed it to percolate down to the extreme fringe of the society notwithstanding the fact that some of them might have 'pious intention'. However, they retained the state sector as their prime focus. The reforms introduced in the early nineties have however stripped the state of all its elixir and essence and thereby increasing the vulnerabilities of the social majorities to a great extent. The civil society movements played an important role to reverse the situation and in some cases successfully galvanize people into struggles that finally led to the creation of a series of social safeguards. In this context of globalized polity and society, the battle is not won so easily. Hence, the resurrection of people's struggle and democratization is the way forward.

The author is, currently, working as Associate Professor & head in the Department of Political Science, P. D. Women's College, Jalpaiguri, WB, India. He has obtained M. Phil & Ph. D. degree from North Bengal University. The author has published a few papers on China Studies, India's Foreign and Security Policies, Democracy and Decentralization.
