While most of the policies aiming at balanced regional development in the past have failed, this is the time for the State to look back its earlier policies and find out the loopholes therein; and take the correct steps for mitigating the long standing problem before it worsens further and becomes more complex.

Dilip Saikia is a research scholar at the Institute for Financial Management and Research, Chennai. He received his Masters Degree in Economics from Gauhati University and MPhil in Applied Economics from JNU/CDS, Trivandrum. His research interests include microeconomics, development economics, trade and development, and economic geography.
