The challenges faced by the government were; Lack of monitoring and evaluation framework to determine the effectiveness of the policies, Under funding of the most of the critical institutions such as Education that was aimed at bridging the high literacy gap amongst community members in most of the societies, Poor infrastructures hindered the growth of the counties in terms of revenue collections and quality services provision and Poor planning in the department of economic and planning in most of counties has made it hard for the government to disburse county allocation equitably.
