David Kobla Fiankor is librarian at Ho Polytechnic in the Volta Region,Ghana.He obtained the Master of Philosophy in Librarianship and Master of Public Administration from University of Ghana, Legon.He served as Head of Information and Documentation at the Institute of Local Government Studies,Ghana and taught for many years.
