Monograph has considered a problem of distance education and involvement in adaptive learning system. Improving scientific literacy of students by finding innovative solutions to address the problems of projects are proposed. Simplify the process of obtaining a scientific career for interuniversity projects participants. Creation of the integrated net oriented informational-educational environment is based on them. The indicated questions are the actual in connection with implantation of technologies of distance learning and inextricably related with didactic and methodological aspects of the educational process. The approach is proposed to developing an information system of determining the psychological state of personalities based on the five personality dispositions, which is based on the content analysis of the Internet resources where users leave their mark (social networks, forums, chats, etc.). Using the TOPSIS and the competence assessment scale of qualified human resources, experimental calculations with ranking of alternatives were performed using example of recruiting, which demonstrated effectiveness of proposed approach.
