Nepal is relatively underdeveloped country that is in the process of initiating E-Government with the use of ICT (Information and Communication Technology). It has undertaken many ICT related projects to improve service by utilizing technology in governmental affairs. At the same time, government has not been able to complete the mandated ICT projects according to targeted schedule, the E-Government services are not citizens-centered and still the government is following manual procedure. Above problems is due to lack of strategic IT planning. The work focuses on quantitative and qualitative research techniques that help to understand IT planning process. By analyzing questionnaire responses, case studies and literature review, a conceptual framework is proposed and a prototype is designed which represents a single unified E-Government web portal. The Framework will help country like Nepal to give a broad view of E-Government strategy and guidelines. And the proposed prototype could act as a guide to develop a fully integrated E-Government web portal for Nepal in future.
