In universities, as complex, innovative organizations, it is essential to have an evaluation system that signals whether the university's actions are oriented towards teaching, research, extension and culture, guaranteeing and enhancing its progress focused on human values, carrying out technology transfer to its internal and external public and seeking progress in science, technology and knowledge. This work proposes an artifact, the SAI System - Sociotechnical System for Institutional Evaluation, as an evaluation system for educational institutions that also values their immersion in society and their real impact as an agent of change and innovation in the locality. Based on the RUF - Folha University Ranking (2019), a unique instrument was created that ranks institutions according to the set of criteria adopted. The methodological approach was mixed, and data was collected using documentary surveys, questionnaires and official websites. The result concluded that the SAI achieved the objectives defined in this thesis and can develop dynamic organizational assessment scenarios, applicable to different educational institutions and beyond the university context.
