This study examines and analyses the security and foreign policy behaviour of Austria, Finland and Sweden during the first decade after the end of the Cold War. In particular it investigates these countries' responses to the developments that occurred after 1989 in Europe and within such key institutions as the EU, the WEU and NATO. Drawing on original primary data gleaned from over a hundred interviews held in Austria, Finland, Sweden, Britain and Belgium with a wide range of experts including political leaders, diplomats, military personnel and foreign and security advisers, this book uncovers the political and strategic rationale that has shaped the post-Cold War security and foreign policies of Austria, Finland and Sweden. The author demonstrates that these countries have increasingly participated in the construction of European security but with limitations resulting from their continuing commitment to military neutrality.
«The book starts with a conceptual analysis, moves on to a discussion of the evolution of European security and then focuses on Austria, Sweden and Finland. In particular it focuses on the impact of these states' relationship with EU, WEU and NATO before concluding with an examination of the environment of the Baltic states and Russia. This is an interesting piece of work reflecting wide ranging research and a wide range of interviews. The topic is topical, controversial and theoretically interesting. It is well written, cogent and rational. Laura shows that she knows the subject.» (Professor Trevor Salmon, Chair of International Relations, University of Aberdeen)
«A meticulous and detailed piece of rigorous research focusing on one of the critical periods in the evolution of the security policies of three 'non-allied' countries. This comparative study by Laura Ferreira-Pereira provides the reader with important insights into the complex challenges confronting policy-makers in neutral states when adapting to the changing security architecture in Europe.» (Professor Lee Miles, The University of Liverpool)
