The study presented in this book was carried out in Jinja district. The main objective of the study was to assess the factors that lead to poor accountability in Uganda's Local Governments. The specific objectives of the study were: To identify who is responsible for poor accountability in Uganda's Local Governments. The second objective of the study was to establish how the criteria of holding people and institutions accountable help to address the problem of poor accountability in Uganda's Local Governments. The third objective of the study was to examine the caliber of agents in Uganda's Local Governments. The last objective of the study was to examine the reasons why the existing mechanisms of enhancing accountability in Uganda's Local Governments, are failing. The researcher used a case study research design whereby whole units were studied, for example the Sectoral Committee of the district hence exhausting the underlying reality.
