This pamphlet is of historical interest in that it was published in France in September 1918 by the Military Secretary's Branch of General Headquarters of the BEF. It goes into great detail on the procedures, the qualifications and the eligibility of the various decorations. Thus, for the VC it is stipulated that eye-witness accounts are not only necessary but must also be in the hand-writing of the witness, unless the man cannot write or is unable to write because of wounds, in which case the account must be taken down by an officer and certified correct.
