This research deals with the participation of deaf people in society, seeking to highlight the social movement of these and their community in the achievement of social rights, that is, the expansion of instrumental freedoms, as proposed by Amartya Sen who treats the "development as freedom" human. The research had as a general objective to analyze the expansion of instrumental freedoms of the deaf population living on the coast of Paraná, a possible socio-development, and as specific objectives: To understand the deafness in its clinical and social aspect; To investigate the public policies directed to the person with deafness in Brazil; To observe the human development from the expansion of freedoms; To understand the social insertion of deaf children in families of non-deaf people; To investigate the expansion of opportunities for deaf people in the spaces of education and work on the coast of Paraná.
