Lei Xiaoling, female, born in September 1967, professor, graduate adviser, member of Water Environment & Ecology Sub-society of Chinese Society for Urban Studies, listed in Chongqing Talents -Innovation Leading Talent, is the head of the Research Center for Low Carbon and Environmental Engineering of Chongqing Academy of Science and Technology, and concurrently holds the positions of the Deputy Director of Chongqing Sponge City Construction Expert Committee, etc. Studied at Tsinghua University and University of British Columbia, Canada, majoring in environmental engineering. She has long engaged in the industrial management, teaching research and technology research and development in such professional fields like municipal water supply and drainage, rural drinking water safety, water service operation and management, sponge city construction, water environment treatment, low carbon technology and carbon trading. She has won 5 provincial and ministerial-level science and technology awards; published over 80 papers in academic journals, 4 academic works and 1 audio-visual monograph; participated in the compilation of more than 10 local standards. Lu Bo, male, born in February 1974, doctor, scientific and technological innovation leader granted by the MOHURD at the 70th Anniversary of the founding of the People's Republic of China, professor-level senior engineer, doctoral supervisor, now is the Director of Chongqing Municipal Engineering Technology Research Center of Sponge City Construction, national registered public utility engineer (water supply and drainage), American registered project manager and a member of the Central Black and Odorous Water Inspectorate. He won more than 20 provincial and ministerial-level awards for scientific and technological progresses and excellent engineering exploration and designs. He is also the chief editor or editing participant of more than 30 national and local standards. He has published 3 monographs on sponge city and 1 monograph on black and odorous water treatment.
