Timofey Dovbush se graduó en la Academia de Administración Pública del Noroeste, dependiente del Presidente de la Federación Rusa, en 2002, especializándose en el apoyo jurídico a las actividades de las autoridades públicas. Doctor en Derecho, profesor asociado del Departamento de Derecho Constitucional e Internacional del Instituto de San Petersburgo (sucursal) de la Universidad Estatal de Justicia de Rusia (RPA del Ministerio de Justicia de Rusia).
