Albert Bialufu Ngandu hat an der Université de Picardie Jules Verne (Amiens, Frankreich) in Wirtschaftswissenschaften promoviert. Er ist seit über einem Jahrzehnt in der Lehre, Forschung, im öffentlichen und privaten Sektor tätig (Berater, Kabinettsdirektor, leitender Angestellter).
