Government by the implementation of its employee performance measurement system aimed at improving the current status of the measurement system among managers, supervisors, experts, and staff (Tabarsa, 2008). Each organization to determine the utility and quality of their activities, especially in the complex and dynamic environment has an urgent need for the measurement system. On the other hand, the lack of a system of evaluation and control is considered the means of lack of communicating with the environment inside and outside in the organization.
