The issue of voluntary or forced migration is now a real problem in all the world's urban centers in general, and in developing countries in particular. Indeed, medico-social assistance for people in crisis situations in general, and CAR returnees in particular, has become a local and even national challenge that the country must take up. The diagnosis of the management of returnees from the CAR revealed that a minimum organizational assistance system exists for women and children returning to the town of Am-Timan. This could make it possible to prevent, in an acceptable way, the socio-sanitary risks linked to poor management of these people in a crisis situation. However, there are shortcomings in the provision of humanitarian assistance in the town of Am-Timan, in the Salamat region, which have had serious consequences.
