At present The fourth industrial revolution, known as digital revolution, is accompanied by technology convergent and increasingly speed of this revolution, almost has revolutionized all industries in all countries. Somehow development and innovation in technologies like artificial intelligence, biotechnology, robotic, internet of thing, and 3D printers which can facilitate development of countries in the future, are seen. Global Innovation index (GII) is a reference in innovation measurement which Policy makers use it as a tool for developing the performance of innovation. This index is issued each year by Cornell University, INSEAD institute, and WIPO institute from 2007.
