In terms of decentralization in Burkina Faso, the challenge for elected officials of local authorities is to deliver concrete, tangible results to the populations that have mandated them and to whom they are accountable. Indeed, a major challenge for these elected officials remains the development of adequate mechanisms for the realization of their mandate. Thus, this paper analyzes the functioning of M&E activity within the decentralized administration from the perspective of effectiveness. Through a case study, the paper seeks to identify the causes of the inefficiency of the current practice due to the lack of production of statistics and performance reports, which are essential documents to inform stakeholders of the achievement of objectives. It presents the institutional framework for the exercise of the "monitoring-evaluation" function of the regional development plan. The book also highlights the current practice of monitoring-evaluation within the Administration by describing how it works, the role of the actors directly or indirectly involved and the strengths and weaknesses of M&E. Finally, it proposes possible solutions.
